Founded 2013

Built one contract at a time.

CACG was founded on a straightforward premise: that the federal government deserves independent, expert program management — not just staff augmentation. Thirteen years later, the premise is proven. Nine prime contracts. Multiple federal customers. No corrective actions.

Who We Are

A mission-driven firm. Thirteen years of documented proof.

“CACG was built to give government leaders something hard to find on complex technology programs: independent judgment, disciplined execution, and a team willing to tell the truth early enough for it to matter. Our job is not to make programs look on track; it is to help mission leaders keep them there.”

Cecil Adams — Managing Partner & Founder, CACG

CACG is a privately held technology strategy and management consulting firm in McLean, Virginia, serving federal agencies — primarily DoD and affiliated agencies — with mission assurance, program governance, and mission automation.
What defines CACG is what the government documents in CPARS: a team that arrives prepared, manages rigorously, communicates transparently, and delivers what it commits to — consistently, without exception.
Cleared facility. CMMI Level 3. Inc. 5000 in 2022, 2023, and 2025.

2013

CACG Founded
Cecil Adams founded CACG with a simple operating thesis: complex federal programs need disciplined execution, independent judgment, and leaders who can translate mission risk into action. From the beginning, CACG was built around depth, accountability, and measurable delivery.

2018–2019

First Federal Prime Awards
CACG established its federal prime performance record with DISA, including Mobile Digital Signature capability sustainment in 2018 and the first NBIS Independent Technical Management Support Services award in 2019. That NBIS award began what became a continuous support relationship across DISA and DCSA mission environments.

2020

Classified Cloud and Mission Platform Delivery
CACG expanded from technical management into high-consequence delivery with the DISA CESO Cloud Infrastructure and Compartmented Enterprise Desktop effort, supporting secure collaboration, data sharing, and mission communications in a compartmented environment.

2021–2022

NBIS Continuity Through Mission Transition
CACG earned a follow-on NBIS ITMSS award in 2021 and continued supporting the program through the transition of NBIS management from DISA to DCSA. This period established CACG’s role as a trusted independent technical management partner for one of the federal government’s most visible personnel vetting modernization efforts.

2022–2023

National Growth Recognition and GSA MAS Award
CACG was named to the Inc. 5000 in back-to-back years, ranking No. 1,333 in 2022 and No. 2,925 in 2023. In 2023, CACG also received GSA Multiple Award Schedule contract #47QTCA24D000K, expanding the firm’s governmentwide access through SINs 54151S and 541611.

2024

Continued DCSA Prime Performance
CACG received additional DCSA technical management awards in 2024, continuing its NBIS support and reinforcing the firm’s position in mission assurance, independent technical management, and program governance.

2025

CMMI Level 3 and Mission Execution Services
CACG achieved CMMI for Services Maturity Level 3 appraisal in May 2025, validating the firm’s process maturity and disciplined service delivery model. Later that year, DCSA awarded CACG the Mission Execution Services contract for NBIS, reflecting an evolution from technical management support into broader mission execution support.

2026

NASA SEWP VI and Inc. 5000 Recognition
CACG is awarded the NASA SEWP VI GWAC in June. In August, CACG is named on the Inc 5000 list.
