The Challenge
NBIS required independent technical management support across a complex program involving multiple delivery contractors, parallel workstreams, interagency integration requirements, and evolving acquisition strategy. The program management office needed a trusted advisor that could maintain institutional continuity, provide objective assessments, and manage governance across an enterprise-scale IT modernization.
CACG's Scope
Mission Assurance across Program Governance, Cloud Engineering, System Architecture, Budget Analysis, Acquisition Analysis, Integrated Master Schedule Analysis, Systems Engineering, Agile/DevSecOps oversight, Enterprise Architecture, and Requirements Analysis. CACG managed all governance boards and developed, maintained, and reported all associated documentation.
Re-awarded four times through competitive and follow-on processes. Each award reflects DCSA’s and DISA’s documented confidence in CACG’s performance. The program management transfer from DISA to DCSA — a significant organizational change — was navigated without interruption to CACG’s support.

The Challenge

DISA’s Compartmented Enterprise Services Office required a cloud infrastructure and classified enterprise desktop capability enabling secure data sharing, communications, and collaboration within a compartmented environment. The solution required full-stack design, development, security validation, and production deployment — with handoff to independent IV&V teams before final promotion to the classified production environment.

CACG's Delivery
CACG served as prime contractor responsible for architecture, engineering, development, testing, and deployment of the C2I cloud infrastructure and CED. The team designed capabilities enabling collaboration across the compartmented enterprise, performed security controls implementation, and transitioned the tested solution to IV&V teams — then provided direct production support through final deployment completion.

CACG supported DISA across two distinct program areas — application sustainment for a DoD mobility capability and telecom engineering support for the Defense Information System Network — establishing the DISA relationship that preceded CACG’s subsequent work on the CESO classified cloud program and the NBIS personnel vetting platform.
Mobile Digital Signature (MDS) — Prime
CACG developed the Mobile Digital Signature capability, representing DISA’s first mobile app developed for both iOS and Android. CACG served as prime contractor for sustainment, maintenance, and updates to the Mobile Digital Signature capability — a DoD-deployed application supporting iOS and Android platforms. Work encompassed lifecycle support, security patch management, platform compatibility maintenance, and operational enhancements within DoD’s managed device environment. The Program
The Mission Partner Capabilities Office (MPCO), acting as Executive Agent for the Department of the Air Force, executed the Mission Partner Environment Services (MPE-S) contract to provide full-range global support services for the Mission Partner Environment — the enterprise platform enabling secure C2 and intelligence information sharing between U.S. forces and coalition partners worldwide. MPCO’s responsibility covered modernization, management, integration and consolidation of multiple networks including US BICES, BICES-X, CENTRIXS, CFBLNet, and related coalition infrastructure supporting approximately 45,000 global users.
CACG's Contribution
CACG served as a subcontractor on the US BICES component of the MPCO portfolio — providing technical management, architecture advisory, and program support services within the coalition information sharing environment. Work supported the design, integration, and operations functions of the Mission Partner Environment (MPE) infrastructure, which enables classified information sharing capabilities for DoD and allied forces conducting combined operations and multi-national mission coordination. The engagement concluded in 2024 aligned with the MPE-S period of performance.

Pegasus is a mission-critical information sharing capability operated by the SAF Mission Partner Capabilities Office (MPCO) in support of the Five Eyes (FVEY) alliance — enabling secure collaboration and directory services across the United States, Australia, Canada, New Zealand, and the United Kingdom. CACG serves as a subcontractor on this program, providing technical and program support within the MPCO portfolio.

The Program
Pegasus provides a wide array of information sharing capabilities — including email, voice, video, and chat — to enable seamless collaboration among Five Eyes warfighters at both national and international levels. A core element is the Pegasus Directory Service, which facilitates the exchange of directory information among FVEY partner nations, ensuring that warfighters can locate, communicate with, and collaborate with coalition counterparts across all phases of military operations. Pegasus is part of the broader Mission Partner Environment (MPE) portfolio managed by MPCO, which also encompasses CENTRIXS, CFBLNet, and other coalition network capabilities supporting nearly 45,000 global users.
CACG's Role
CACG contributes technical management and advisory support within the Pegasus program under the SAF/MPCO contracting framework. The engagement draws on CACG’s direct experience supporting coalition information sharing infrastructure, cross-domain collaboration architecture, and classified network program management — experience developed across the BICES and MPCO portfolio. Work is performed within a highly classified, multi-national operating environment that demands both deep technical expertise and the highest standards of information security discipline.
